The police Thursday provided their first detailed account of the siblings' condition and treatment. To give you an example, one of the children, at age 12, is the weight of an average 7-year-old. When they weren't chained they were fed very little food on a schedule, Hestrin said.

"They would buy food including pies: apple pies, pumpkin pies, leave it on the counter".

The children's malnutrition was so severe that it was consistent with muscle wasting and had led to cognitive impairment and nerve damage, Hestrin said.

The children would stay awake all night until going to sleep at four or five in the morning and slept during the day.

The Turpin children were permitted to bathe just once a year, Hestrin said.

They were allegedly punished when they washed their hands above their wrists, and beaten regularly, he said.

What started out as neglect became severe and prolonged abuse that eventually involved beatings and strangulations, Hestrin said.

The Turpin children, who range in age from 2 to 29, allegedly suffered years of neglect and escalating abuse, both physical and psychological.

Individuals held under such conditions often become so physically and emotionally weak "that they are unable to free themselves, even if an opportunity arises", said Dr. Allen Keller, who runs the Bellevue-NYU Center for Survivors of Torture in NY.

Hestrin said that at least one of the older victims attended some outside classes. She had reportedly been working on her escape plan for more than two years. Minutes before sunrise, she climbed out a window with another child, but that child was afraid of being caught and turned back.

"When there are serious allegations of child endangerment, most likely child protective services will recommend a fast track to adoption", said Amy Heilman, director of foster care and adoption at the Children's Bureau in Los Angeles.

The Turkish leader also vowed to eliminate the Kurdish threat in northern Syria through an anticipated military campaign in Afrin. Turkey, which considers the main Kurdish militia in Syria an extension of its own insurgent group, has protested the new force.

When police arrived, some of the children were still shackled to their beds, but the parents had unchained two, Hestrin said. Deputies found a 22-year-old chained to a bed.

Neither was able to immediately explain why their children were restrained, according to the Riverside County Sheriff's Department. "The 2-year-old. was getting enough to eat".

Reached by telephone Wednesday at the West Virginia home of David Turpin's parents, his mother, Betty Turpin, said she was busy preparing paperwork and entering information into a computer to help her son.

Police originally believed they had found 12 children inside the house, but were "shocked" to discover seven of them were actually extremely malnourished adults aged between 18 and 29.

Hestrin explained that the siblings were apparently home-schooled and lacked a basic knowledge of life.

When the 17-year-old was asked if there was medication or pills in the home, she did not know what medication or pills were.

A public defender is representing David Turpin and an outside attorney is representing Louise Turpin.

"It was something that always nagged at me", she said. "I can't even say the words to you that I would like to say to [Louise Turpin]".
