The organization is seeking a second man, 32-year-old Mukhammadzoir Kadirov, a Uzbek, in connection with the attack.

The FBI and NYPD say that Mukhammadzoir Kadirov is a person of interest in the case.

They said investigators were still seeking information about him and called on members of the public to contact the Federal Bureau of Investigation tipline or the nearest American embassy or consulate. Kadirov is being questioned by authorities now; investigators became suspicious of him because Kadirov "went off the radar" when they went to talk to him following Tuesday's attack.

Earlier in the day, a US government source told Reuters that Saipov had been in contact with another individual individual who is now under investigation by the FBI for suspected terrorism-related activities.
