State Legislators pass bill to make California a 'sanctuary state'

California lawmakers voted to become a sanctuary state, tussled over hot-button environmental issues and urged other states to refuse to cooperate with President Donald Trump's Election Integrity Commission as their legislative year ended early on Saturday.

The bill prohibits law-enforcement from conducting front-line immigration enforcement but allows jail officials to notify federal agents about some people in detention.

"With SB 54, California will meaningfully improve state law to keep families together and communities whole-and not a moment too soon as the Trump administration continues its draconian and indiscriminate crackdown on immigrants".

The bill that is headed to Brown's desk allows communication with Immigration and Customs Enforcement (ICE) regarding anyone who has committed any of the 800 crimes listed in the California Trust Law, which includes some misdemeanors and non-violent crimes.

But they will be prohibited from from transferring immigrants to federal authorities if they have committed only minor offenses. Kevin de León, said it aims to protect "immigrants living in fear".

Immigration advocates generally applauded the latest version, even with de Leon's concessions.

Illinois' Republican Governor signed a bill last month protecting people from being detained because they are the subject of an immigration-related warrant.

The compromise moved the California Police Chiefs Association's position on the bill opposed to neutral.

In an emotional debate that brought lawmakers on both sides to tears, supporters said the law is needed now more than ever. "The only thing this bill provides a sanctuary for is unsafe criminals", said Assemblyman James Gallagher, a Republican from Nicolaus. A San Francisco judge blocked the order.

Brown said the Legislature, on the final day of the session, had taken a "profoundly important vote" that would prove "good for the American people".

The bill faced some opposition, including from the California State Sheriffs' Association.

The bills are nearly identical, both would ban smoking at parks and beaches within the states, but there are a couple differences that make A.B. They've passed legislation and filed lawsuits aimed at protecting immigrants, combating climate change and blocking any future attempt to build a registry of Muslims.
