"Further to recommendations made by the ministerial Federal-Provincial Task Force on Softwood Lumber, of which British Columbia is a member, the federal government has committed $867 million to assist workers and communities across Canada that may be affected by the softwood lumber tariffs".

With a Canadian softwood lumber industry that has seen its market share in its largest market decrease from 31% last year to just 27% this year, many analysts are expecting continued drops as large Canadian producers shift from Canadian production toward buying American mills and producing more product south of the border.

The trade spat, which has been going on intermittently for decades, was reignited in November when the US lumber industry filed a petition asking for duties. Clearly, this is not the way to resolve the US and Canada lumber trade dispute or to boost the American economy. The group alleges Canadian wood is heavily subsidized and imports are harming USA mills and workers.

The rates announced on June 26, 2017 by the U.S. Department of Commerce include: Canfor: 7.72 percent; Resolute: 4.59 percent; Tolko: 7.53 percent; West Fraser: 6.76 percent; All others: 6.87 percent.

Canadian leaders said they were "deeply disappointed" by the latest USA move in the trade spat, saying Canada "stands firmly behind the Canadian forestry industry".

U.S. Lumber Coalition spokesman Zoltan van Heyningen said the anti-dumping decision is preliminary and additional investigation will be carried out by the U.S. Commerce Department.

Susan Yurkovich, who chairs the British Columbia Lumber Trade Council, denounced the tariffs as "without merit", saying they would also hurt United States consumers looking to build or reconstruct.

"The U.S. relies on Canada for approximately one-third of its lumber needs because of the limited domestic timber supply available for harvesting". Each time the Canadian government said it has been able to demonstrate to the World Trade Organization or under the North American Free Trade Agreement that it is not subsidizing lumber exports.

The Canadian Government remains hopeful that a negotiated settlement is possible, and will maintain dialogue with the United States administration.

After the countervailing duties were announced, Resolute said it would cut shifts at seven sawmills and delay the start of forest operations that will affect 1,282 workers.
